There were several proposals for the use of the Des Moines Marina area ranging from a proposal in 1946 to construct a break water out of recycled bomb shelters from Boeing Field, to a 1965 proposal to use marina access to pump jet fuel up hill from a pier to the airport. Eventually the city took a $3,830,000 loan in 1966 to construct the marina where it is today. The Des Moines Marina opened May 10, 1970 and had space for 771 boats in 1977 an additional 67 open moorages were added. On the south end of the Marina is the Des Moines Vagabond Yacht Club and Anthony's Home Port Restaurant. The public boat launch and a 670 foot public fishing pier are all located on the north end of the marina. The pier has an artificial reef to encourage diverse sea life. To create the reef several consultants were called in including Jean-Michel Cousteau the eldest son of the world renowned oceanographer Jacques Cousteau. The artificial reef was constructed with over 36,000 tires, 30 barge loads of concrete, and over 200 porcelain items including toilets, bathtubs and sinks.
